Rapid Immunization Skill Enhancement (RISE)

A national digital learning platform for India's immunization workforce

Delivering high-quality, equitable immunization across India depends entirely on a frontline health workforce that can rapidly adapt to evolving clinical guidelines, new vaccine rollouts, and cold chain protocols. However, in a health system as vast as India’s, relying exclusively on traditional, in-person cascade training creates operational bottlenecks: saturating millions of geographically dispersed vaccinators takes months, training quality dilutes across tiers, and supervisors lack real-time visibility into individual learning outcomes.

To bridge this gap, JSIPL, under the stewardship of the Ministry of Health and Family Welfare, developed Rapid Immunization Skill Enhancement (RISE). Designed as a learner-centric e-learning platform, RISE complements traditional classroom training by delivering continuous, self-paced, competency-based learning directly to health workers' mobile devices.

RISE Delivery Model

  1. Evidence-Based Core Curriculum

Grounded in a comprehensive Capacity Building Needs Assessment (CBNA), RISE delivers 422 minutes of animated content across 14 chapters in 5 regional languages. Aligned directly with MoHFW’s Routine Immunization Manual for Health Workers, the curriculum covers 5 core modules:

    • Immunization Schedule & Session Management
    • Injection Safety & Vaccine Administration
    • Principles of Cold Chain Management
    • Adverse Events Following Immunization (AEFI)
    • Vaccine Hesitancy Communication
  2. System-Integrated Cascaded Rollout

To ensure institutional adoption, RISE digitally mirrors the health system structure by mapping every learner and supervisor across district, block, and facility tiers in alignment with Local Government Directory (LGD) and HMIS databases. Program launch follows a structured state-to-block ToT model, going live in each district once 80% of enrolled learners complete pre-requisite orientation.

  3. Rigorous Competency Evaluation & Certification

To guarantee skill mastery rather than passive completion, every module requires pre- and post-assessments with a 70% passing threshold. Upon successfully completing all five core modules, healthcare workers receive a Master Certificate.

Platform Innovations

Flexible, Self-paced E-Learning

Offers anytime, anywhere access, allowing healthcare workers to complete modules at their own pace without interrupting immunization and other health program service delivery.

Offline Access for Remote Regions

Enables health workers to download full chapters for uninterrupted learning, in remote, high-altitude, or low-connectivity areas.

Data-Driven Supervisory Dashboard

Real-time LMS analytics provide supervisors with instant visibility into enrollment, module completion, knowledge gain, and certification trends down to individual facility and learner levels.

Interactive Job Aids and AI Features

Features an in-app AI Chatbot and vaccine due-date calculator to provide vaccinators with point-of-need answers to technical questions and troubleshooting support to vaccinators.

The Future of RISE

RISE has transitioned from an innovative e-learning platform into an institutionalized capacity-building model within India's UIP framework. JSIPL is currently advancing RISE in the following strategic directions:

Medical Officers Capacity Building: Developing, deploying and piloting specialized e-learning modules for medical officers aligned to the updated Routine Immunization Handbook for Medical Officers 2024.

Zero-Dose Priorities: Deploying targeted learning module to equip health workers in identifying and vaccinating zero-dose, left-out and drop-out children.
